Mining Lease & Quarry Permit
As per Rule 5 of the Meghalaya Minor Mineral Concession Rules, 2016, competent authorities grant mining leases or quarry permits in respect of minor minerals for non-industrial uses as specified in Schedule III.
1. Mining Lease Process
A. Initial Application (Form A)
Application shall be made in Form A duly affixed with a court fee stamp of ₹1000 along with the following documents:
- A certificate of Registration of the land under Indian Registration Act, 1908 (Sale deed, Gift deed, Declaration Deed, Lease Deed, Land Holding Certificate, or Patta duly authenticated).
- A certificate regarding the status of land (Forest or Non-forest) from the PCCF & HoFF.
- NOC from concerned Autonomous District Council for land use (if applicant is a company, firm, cooperative society or non-tribal).
- An affidavit that the applicant has obtained surface rights or consent of the landowner(s).
- Treasury challan for ₹5000 as non-refundable application fee.
- Treasury challan for ₹5000 per hectare as fee for grant of mining lease.
B. Timeline: An application for grant of a mining lease shall be disposed of within a period of 6 months provided it is complete in all respects.
C. Letter of Intent (LOI) Phase
The competent authority issues a Letter of Intent (LOI) directing the applicant to submit the following documents within 6 months:
- Mining plan duly approved by the authorized officer.
Khasi Hills: Mining Engineer, Directorate of Mineral Resources
Jaintia Hills: Divisional Mining Officer, Jowai
Garo Hills: Divisional Mining Officer, Williamnagar
- Forest Clearance under Forest Conservation Act, 1980 (if land is Forest).
- Environmental Clearance (EC) under Environment (Protection) Act, 1986. (DEIAA issues up to 5 ha; SEIAA issues above 5 ha).
- Self-declaration form for due adherence of labour laws and labour safety.
D. Mining Lease Workflow
Obtain LOI and get mining plan prepared by empanelled experts and approved.
Apply for and obtain Environmental Clearance (EC).
Apply for clearances from Revenue & Disaster Management, Pollution Control Board, and Labour Department.
Submit all documents to the competent authority.
Survey and demarcation of the area and verification by competent authority.
Order of grant of the lease issued by competent authority.
Deposit Security Deposit @ ₹10,000/ha (Letter of credit, Fixed deposit, or bank guarantee).
Execute Lease deed in Form E within 3 months of the order.
Register Mining lease in Sub-Register office and pay stamp duty based on average annual royalty.
2. Quarry Permit
Application shall be submitted in Form F duly affixed with a court fee stamp of ₹100 to the competent Authority along with:
- Certificate regarding the status of land (Forest/Non-forest) from the PCCF & HoFF.
- Treasury Challan of ₹500 as application Fee.
Timeline: The competent authority shall dispose of the application within 15 days.

- Clearance from Revenue and Disaster Management Department (under Meghalaya Transfer of land Regulation Act, 1971).
- Self-declaration form for due adherence of labour laws and labour safety.
- Land Registration Certificate (Sale/Gift/Lease Deed, Patta).
- NOC from concerned Autonomous District Council for land use (for company/firm/non-tribal).
- Affidavit proving surface rights or landowner consent.
