Forest Clearance
The project proponent or user agency is required to obtain a Forest Clearance from the Forest and Environment Department for the diversion of forest-land for non-forestry purposes, strictly under the provisions of Section 2 of the Forest Conservation Act, 1980.
Supreme Court Directive (12.12.1996)
The Hon'ble Supreme Court vide order dated 12.12.1996 in the case of T.N. Godavarman Thirumulkpad vs Union Of India & Ors clarified that the provisions enacted in the Forest Conservation Act, 1980 must apply to all forests irrespective of the ownership or classification thereof. The term "forest land" occurring in Section 2 includes "forest" as understood in the dictionary sense and also any area recorded as forest in the Government record irrespective of ownership.

The applicant or project proponent is required to obtain a Non-Forest Land Certificate (NOC) from the Forest and Environment Department for activities such as: Mining, Roads, Industrial Setups, Stone Crushers, Developmental Works, and Construction Works.

The application must clearly mention the following:
- Full Postal Address
- Precise Location of the Project
- Phone Number of the Applicant
Required Attachments
Submit the application along with:
- Land Documents
- GPS Map of the Project Site
- Exact Boundaries and Area
Applications shall be submitted to the respective Divisional Forest Officer, Territorial Divisions.
