Joint Forest Management
Constitution & Objectives
Meghalaya notified the constitution of Forest Development Agency (FDA) and the application of Joint Forest Management (JFM) principles on 9th Sept 2003. The Forest & Environment Department registered 9 FDAs constituted across Social Forestry, Territorial, and Wildlife Divisions.
These agencies implement afforestation programmes, specifically the National Afforestation Programme (NAP). Funds under the NAP are channelized through FDAs, while actual implementation is executed through Joint Forest Management Committees (JFMCs) at the village level. People's participation remains the strongest key to improving forest cover and generating rural employment.
Funding & Implementation Timeline
A chronological overview of afforestation proposals and sanctions issued by the MoEF & CC (NAEB).
Proposal submitted for 5395 hectares (Advance works), 3000 ha (creation), and 11648 hectares (maintenance). MoEF & CC sanctioned only for creation and maintenance.
No proposal under creation was submitted. Only maintenance for 9910 hectares was proposed; NAEB sanctioned maintenance for 8482 hectares only.
Proposal submitted for 3037 hectares for Advance work and 4552 hectares for maintenance. MoEF & CC did not sanction any work programme.
Proposal for 2726 hectares (Advance works) and 1584 hectares (maintenance). MoEF & CC approved undertaking maintenance works only (1584 ha).
Mission Merger
MoEF & CC communicated the merger of NAP under NAEB and Desertification Cell (DC) with the National Mission for a Green India (GIM). Fund sharing pattern restructured to 90:10 for North Eastern States.
FDA Operational Dashboard
As of March 2018, there are 9 FDAs in the State overseeing 366 JFMCs. Cumulatively, these committees achieved a total physical target of 30,741 Hectares treated under NAP.
